Purpose
The Kyoto Protocol establishes in its Article 12 the Clean Development Mechanism, stating in the third paragraph that under the Clean Development Mechanism the Parties not included in Annex I, including Brazil, will benefit from project activities resulting in certified emission reductions.
The objective of including this action in the Program is thus to initiate a process of developing studies viewing the definition of procedures to implement a certification system for emission reduction projects in the country, including the identification and implementation of demonstration projects of mitigation measures to reduce the risks of global climate changes in the energy, industry, agriculture and livestock, forestry and waste management sectors.
Implementation of actions
This action aims at maintaining and enhancing the diffusion of information on the Program, particularly on the inventory and the CDM. Among the actions expected are the maintenance and enhancement of information diffusion by means of the Internet, on the site of MCT, the publication of relevant IPCC studies and the text of the Kyoto Protocol in Portuguese and the preparation of a workshop for the discussion of the National Communication to be submitted to the Convention. Under this action, partnerships are to be established, such as, for example, a recent publication on the Clean Development Mechanism carried out in cooperation with BNDES; publications of the Secretariat of the Convention, carried out by UNEP, to be edited in the near future in partnership with Vale do Rio Doce; and a special issue on climate change of the Strategic Partnerships Magazine to be published by the Center of Strategic Studies (CEE). A workshop on the Clean Development Mechanism is scheduled to take place on February 24 in partnership with CEE.
