United Nations Framework Convention on Climate Change, Article 4.1 (c)

Purpose

The United Nations Framework Convention on Climate Change establishes in its Article 4, first paragraph, that all Parties, taking into account their common but differentiated responsibilities and their specific national and regional development priorities, objectives and circumstances, should take different actions listed in paragraphs (a) through (j).

The implementation of a monitoring system of anthropogenic greenhouse gas emissions is a commitment of all Parties to the Convention, being thus also a commitment of Brazil as a Party that has ratified the Convention. Such a commitment is described in Article 4, first paragraph, subparagraph (c), which expresses that the Parties shall promote and cooperate in the development, application and diffusion, including transfer, of technologies, practices and processes that control, reduce or prevent anthropogenic emissions of greenhouse gases not controlled by the Montreal Protocol in all relevant sectors, including the energy, transport, industry, agriculture, forestry and waste management sectors.

The purpose of including this action in the Program is thus to initiate a process of establishing permanent monitoring systems of greenhouse gas emissions.    
         

Implementation of actions

Pilot studies on monitoring of greenhouse gases will be implemented by means of partnerships such as, for example, in the case of thermoelectric power plants, with a utility or, in the case of petroleum production, with Petrobras.
