United Nations Framework Convention on Climate Change, Article 4.1 (b), (g), (h), and (i)
Decree of July 7, 1999, which creates the Interministerial Commission on Global Climate Change
Purpose
The United Nations Framework Convention on Climate Change establishes in its Article 4, first paragraph, that all Parties, taking into account their common but differentiated responsibilities and their specific national and regional development priorities, objectives and circumstances, should take different actions listed in paragraphs (a) through (j).
The objective of including this action in the Climate Change Program is thus to promote research and actions aimed at obtaining information (currently unavailable) to be used as inputs to the international negotiations in the area of global climate change.
Implementation of actions
This action will be implemented by means of the development of research and studies aimed at obtaining information on sectoral emission factors and activity levels in order to improve the preparation of the Brazilian inventory of greenhouse gas emissions; research and studies in technology areas that aim at mitigating greenhouse gas emissions or monitoring such emissions; research for the development of parameters for general circulation models with ocean-atmosphere coupling. The product expected for this action is the development of specific research in the areas of mitigation and inventory preparation.
