Commitments of Developing Countries:
To develop and periodically update national inventories of anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol.

To produce a general description of steps taken or envisaged to implement the Convention. (Article 12 under the Convention)
Preparation of the National Communication
Brazil has constituted a multi-institutional team, under the coordination of the Ministry of Science and Technology. This team is responsible for the preparation of the Brazilian National Communication.
The communication will consist of two main chapters:
an inventory of the main greenhouse gas (CO2, CH4 and N2O) emissions in the energy sector, industry, forestry and land use, agriculture and livestocks and waste treatment, and
a general description of the steps taken or envisaged by Brazil to implement the Convention.
Due Date for Sending the National Communication to the Secretariat of the Convention:
within three years of the entry into force of the Convention for Brazil (May 29, 1997) or
within three years of the availability of financial resources in accordance with Article 4, paragraph 3 (August 05, 1999).
