Commitments of Developing Countries:
To develop and periodically update national inventories of anthropogenic emissions by sources and removals by sinks of all greenhouse gases not controlled by the Montreal Protocol.

To produce a general description of steps taken or envisaged to implement the Convention. (Article 12 under the Convention)
Preparation of the National Communication
Brazil has constituted a multi-institutional team, under the coordination of the Ministry of Science and Technology. This team is responsible for the preparation of the Brazilian National Communication.
The communication will consist of two main chapters:
an inventory of the main greenhouse gas (CO2, CH4 and N2O) emissions in the energy sector, industry, forestry and land use, agriculture and livestocks and waste treatment, and
a general description of the steps taken or envisaged by Brazil to implement the Convention.
Deadline for Sending the National Communication to the Convention Secretariat:
- Brazil’s First National Communication
3 years after the Convention goes into effect for Brazil (29 May 1997); or 3 years after resources are made available by the Convention’s financial entity (5 August 1999).

- Brazil’s Second National Communication.
4 years after resources are made available by the Convention’s financial entity, or, if deemed necessary, 5 years after official communication to the Convention Secretariat (2 February 2011).
(Decision 8/CP.11, which deals with submissions of second and, when appropriate, third communications of the Parties not included in Annex I of the Convention (in this case, Brazil).
