Conclusions

At its 7th meeting, on 29 October, having considered a proposal by the Chair, the SBI adopted the following conclusions:

(a) The SBI reiterated the need to further the prompt implementation of decision 2/CP.7, which provides the comprehensive framework for capacity-building in developing countries. The SBI reaffirmed that capacity-building activities should build on work already undertaken by developing countries, such as assessments and workshops, and activities consistent with paragraphs 15, 16 and 17 of the annex to decision 2/CP.7;

(b) The SBI reiterated the need to further implement decision 3/CP.7 taking into account that this decision provides the comprehensive framework for capacity-building and that its prompt implementation is important for the implementation of the Convention and participation in the Kyoto Protocol by Parties with economies in transition;

(c) The SBI noted the progress report prepared by the secretariat on the status of activities to implement decisions 2/CP.7 and 3/CP.7, contained in document FCCC/SBI/2002/INF.15. The SBI also took note of document FCCC/SBI/2002/MISC.7;

(d) The SBI also noted the document, "Review of the implementation of commitments and of other provisions of the Convention. Financial mechanism. Report of the Global Environment Facility" (FCCC/CP/2002/4), especially paragraphs 21–30 on capacity-building;

(e) The SBI invited Parties to submit, by 15 April 2003, their views on the following for compilation in a miscellaneous document for consideration by the SBI at its eighteenth session:

(i) The progress report prepared by the secretariat on the status of activities to implement decisions 2/CP.7 and 3/CP.7 (FCCC/SBI/2002/INF.15);

(ii) Detailed elements, methodologies and guidelines for the comprehensive review of the implementation of the capacity-building framework for developing countries and information on implementation of decision 2/CP.7 by developing country Parties;

(iii) Actions taken by developing country Parties and Parties with economies in transition themselves to identify their specific needs, options and priorities for capacity-building, as well as action taken by Annex II Parties themselves to implement decisions 2/CP.7 and 3/CP.7;

(iv) Elements for a review of the implementation of the capacity-building framework for countries with economies in transition (decision 3/CP.7) with a view to recommending that the COP at its ninth session adopt a decision on the frequency of such a review;

(f) The SBI invited the GEF and relevant international organizations to provide, by 15 April 2003, information on progress in the implementation of capacity-building projects and programmes responding to the framework contained in decision 2/CP.7, for consideration at its eighteenth session;

(g) The SBI requested the secretariat to compile and synthesize the information provided in accordance with paragraphs 35 (e) and (f) above, including information reported in national communications from Annex II Parties, in order to assist the Parties in the conduct of the comprehensive review of the implementation of the framework annexed to decision 2/CP.7, for consideration at its eighteenth session;

(h) The SBI reiterated the recommendations in paragraph 13 of decision 2/CP.7 and paragraph 8 of decision 3/CP.7. It solicited views from Parties on additional priority areas for capacity-building relating to the implementation of the Kyoto Protocol, before the first session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (COP/MOP) with a view to reaffirming the present frameworks contained in decisions 2/CP.7 and 3/CP.7 by the COP/MOP at its first session.
