Emissions resulting from fuel used in international transportation

(Agenda item 4 (b))

Conclusions

At its 5 th meeting, on 6 November, having considered a proposal by the Chairman, the SBSTA adopted the following conclusions:

(a) The SBSTA noted with appreciation the presentation by the IPCC regarding aspects of the IPCC Good Practice Guidance and Uncertainty Management in National Greenhouse Gas Inventories relating to the reporting of emissions based upon fuel sold to ships and aircraft engaged in international transport;

(b) In addition, the SBSTA noted with appreciation resolution A33-7 adopted by the Assembly of the International Civil Aviation Organization (ICAO) at its thirty-third session regarding continuing ICAO policies and practices relating to environmental protection and the written statement presented by ICAO;

(c) The SBSTA also noted the information contained in document FCCC/SBSTA/2001/5 and Add.1, relating to emissions resulting from fuel used in international aviation and marine transportation, on the use of Guidelines for the preparation of national communications by Parties included in Annex I to the Convention, Part I: UNFCCC reporting guidelines on annual inventories;

(d) The SBSTA invited the International Maritime Organization (IMO) to report on the outcome of the 47 th meeting of the Marine Environment Protection Committee to be held in March 2002;

(e) The SBSTA requested the secretariat to continue cooperating closely with ICAO and IMO in order to promote mutual understanding of common activities and interests, consistent with the provisions of the Convention and the Kyoto Protocol;

(f) The SBSTA invited ICAO and IMO, in consultation with the secretariat, to explore opportunities for examining and improving the quality of data reporting and comparability under the relevant provisions of the Convention and the Kyoto Protocol, and under ICAO and IMO.
