United Nations Development Program (UNDP) and Brazilian Cooperation Agency of the Ministry of External Relations (ABC/MRE)
Under this partnership, a preparatory assistance (BRA/00/037) was signed in 2000 between MCT, UNDP and ABC/MRE for the development of the project “Capacity Building and Awareness Raising on Global Climate Change”, which includes: a) developing and proposing a matrix of programs and projects – based on innovative partnerships with the civil society and the private sector – aimed at different financing sources; and b) implementing a program for the dissemination of technical and scientific knowledge related to global climate change. The main objective of this assistance is the development and approval by the Global Environment Facility (GEF) of a project that finances the necessary work for the preparation of the Second National Communication of Brazil. Among the main objectives of the project for the preparation of the Second National Communication of Brazil is expanding the scope of the Brazilian Inventory of Anthropogenic Greenhouse Gas Emissions and Removals in order to include annual emissions and removals for the 1990–2000 period, with emphasis on the sectors/gases that account for a significant share of greenhouse gas emissions or have a high level of uncertainty, or both. The budget for this project was set at US$ 344,262 (three hundred and forty-four thousand, two hundred and sixty-two dollars) to be provided by MCT/Climate Change Program. A timeframe of 5 (five) years was established for the development of this preparatory assistance.
Foundation for the Coordination of Technological Projects, Research and Studies (COPPETEC)
Under this partnership, an agreement was signed in 2004 between MCT and the COPPETEC Foundation for the development of the project “Data Bank for the National Inventory of Greenhouse Gas Emissions”, which includes the preparation of a data bank for the consolidation of the results of the Brazilian inventory of greenhouse gas emissions relative to the 1990−1994 period (objective #1 of the implementation schedule) and creation of a consultation system for such a bank (objective #2 of the implementation schedule). The budget for this project was set at R$ 407,500 (four hundred and seven thousand, five hundred reals), of which 272,500 (two hundred and seventy-two thousand, five hundred reals) are to be provided by MCT/Climate Change Program and the remaining value of R$ 135,000 (one hundred and thirty-five thousand reals) by the partner institution. A timeframe of 3 (three) years was established for the development of this project.
Luiz de Queiroz Agrarian Studies Foundation (Fealq)
Under this partnership, an agreement was signed in 2004 between MCT and Fealq for the development of the project “Economic Assessment of Public Policies viewing the Reduction of Greenhouse Gas Emissions in Brazil”, which includes the preparation of a research project with the objective of quantifying the effects on the Brazilian economy of the implementation of public policies aimed at reducing greenhouse gas emissions. To accomplish that, an applied general balance intersectoral model will be constructed to simulate the effects of actions related to emission reduction policies, among which are quantitative reductions of emissions from fossil fuel burning in certain sectors of the economy and/or regions. The budget for this project was set at R$ 322,520 (three hundred and twenty-two thousand, five hundred and twenty reals), of which 279,600 (two hundred and seventy-nine thousand, six hundred reals) are to be provided by MCT/Climate Change Program and the remaining value of R$ 42,920 (forty-two thousand, nine hundred and twenty reals) by the partner institution. A timeframe of 3 (three) years was established for the development of this project.
