The Secretariat aims to assist the Minister of State in the supervision and coordination of activities integral to the structure of the Secretariats of the Ministry, the research units and related bodies.

Its activities include:

1 - Definition of guidelines for implementing intervention in science and technology;
2 - Coordination and preparation of guidelines, standards, plans and budget for the annual and multiyear plans;
3 - raising funds to finance programs and projects of scientific and technological development and human resource training;
4 - supervising and coordinating the monitoring of progress of programs and research projects of scientific and technological research units
